Concrete is strong in compression but weak in tension. A structure sustain both compression & tension. Steel is strong in both compression and tension.
Steel is put in tension area to make concrete strong in both tension & compression.
RCC is used as concrete is cheaper as compared to steel as it is made with locally available materials & also it can be made of required shape.
